Decision
Provider adapters implement small capability interfaces and translate provider-specific state into normalized Fox Pay outcomes. Unsupported capabilities are explicit instead of emulated in Core.
Lifecycle note
This is an accepted architecture decision from Phase 0. It describes the target provider boundary; it is not evidence that every named provider adapter has shipped.
